A Deep Dive on the Senate’s Farm Bill Proposal: the Rural Prosperity and Food Security Act of 2024

On May 1, 2024 – after months of stalled farm bill negotiations on both sides of Capitol Hill – Senate Agriculture Committee Chairwoman Debbie Stabenow (D-MI) released a detailed section-by-section summary of her farm bill proposal. NSAC welcomed the pragmatic Senate bill, the Rural Prosperity and Food Security Act of 2024 (RPFSA), as an important step toward completing a bipartisan farm bill reauthorization this year.

The RPFSA protects conservation and climate funding included in the Inflation Reduction Act (IRA), strengthens access to the farm safety net, invests in local and regional food systems, fully protects nutrition assistance, and takes meaningful steps toward a more racially just food and farm system, all while rejecting harmful policies that would undercut local and state authority and restrict the Secretary of Agriculture’s authority to respond to emergent agricultural needs. RFA Roundup: Spring 2024 Sustainable Agriculture Funding Opportunities

With spring on the horizon, the US Department of Agriculture (USDA) has announced a number of funding opportunities for sustainable agriculture. This blog post outlines the funding guidelines, application deadlines, and program requirements for a range of food and farm system grants funded through USDA that are currently accepting applications.

The funding opportunities listed below are broken down into three categories:

  • Research and Education
  • Local Food (including urban and rural-focused programs) and Nutrition
  • Climate, Conservation, and Energy

The Requests for Applications (RFA) in this post are organized by category and then by application date, from earliest deadline to furthest out. Many deadlines are rapidly approaching in February and early March!

Washington, DC, January 25, 2024 – The National Sustainable Agriculture Coalition (NSAC) celebrates Innovative Practices for Soil Health Act which was introduced in the House today by Representatives Beyer (D-VA-8), Lawler (R-NY-17), and Pingree (D-ME–1).

The Innovative Practices for Soil Health Act seeks to make needed improvements to United States Department of Agriculture (USDA) conservation programs, as well as designate four national and regional agroforestry centers, to ensure these programs can be useful for farmers who want to incorporate perennial systems or agroforestry into their operations.

Cicada Invasion! Millions Of Insects Predicted To Emerge In 2024

Periodical cicadas are a group of insects known for their mass emergences every 13 or 17 years, in which millions of the insects simultaneously emerge from the ground to breed.

2024 is one of the rare years in which a population, or “brood” of cicadas with a 13-year life cycle will emerge at the same time as a neighboring brood with the more common 17-year life cycle.

This will mean that parts of central Illinois and eastern Iowa, where the two broods overlap, will be inundated with vast numbers of the distinctive insects over a brief period this spring / early summer.

A Whirlwind Year 

It has been a long, unusual year for federal policy, and the implications for sustainable agriculture and food systems policy have been unmistakable.

2023 was supposed to be the year the farm bill was reauthorized. But, as our readers know, the 2018 Farm Bill expired on September 30. More than a month later, Congress extended the 2018 Farm Bill’s authority through September 30, 2024, extending the window of opportunity to reauthorize the five-year bill during this Congressional cycle. This significant delay in reauthorization is not unprecedented and highlights the complex circumstances looming over the 118th Congress heading into 2024.

Release: NSAC Welcomes Farm Bill Extension, Urges Lawmakers to Pass the Next Farm Bill in Early 2024 

Washington, DC, November 16, 2023 – The National Sustainable Agriculture Coalition (NSAC) celebrates the passage of an extension to the Agriculture Improvement Act of 2018 (the Farm Bill, which had expired on September 30) until September 2024. The Senate’s passage yesterday of the House continuing resolution means the government will avoid a shutdown and lawmakers will have time to develop a comprehensive five-year farm bill. President Biden is expected to sign the extension, which is included in the continuing resolution to fund the government, this week.
